When you are facing economy prosperity, you plan to expand with your ERP and MRP system - upgrade to newest cool version, add user licenses, customize the system to automate unique business processes& In recession time, which might be what we are enjoying now - you probably should design different strategy, and it is intuitively about freezing on new spending and expansions and simply trying to get through on skeleton.
