Responsiblity Goes to Who?  It is with sadness that we comment on the subject of Carlie Brucia's kidnapping, sexual assault and murder. Along with the Nation, we watched with horror the video that was played over and over of Joseph Smith kidnapping Carlie. We cannot fathom how one individual can do such to another.

Our hearts and prayers go out to the family of Carlie Brucia’s, and we pray the family of Carlie Brucia finds peace, now that the man responsible has been found guilty. It is Joseph Smith that committed this crime, according to a jury of his peers. It is not the responsibility of the 550,000 Registered Sex Offenders in our nation. A registry which did not protect Carlie Brucia.

According to press reports, Joseph Smith was charged previously with drug offenses and Domestic Violence, yet those affected most by the new laws, as a result of his vicious attack, are sex offenders, not those with drug crimes or domestic violent assaults.

According to the Department of Justice "Within 3 years of their release in 1994, 61.7% of offenders sentenced for violence were arrested for a new offense, though not necessarily another violent offense. "...released drug offenders, 66.7%...."

What can be done to help protect children from such violence? The answer may not be long prison sentences, nor is it all the other knee-jerk legislation being proposed. The answer is simple, Parental responsibility and education.

It is very uncommon for a convicted sex offender to kidnap and murder a child. The majority of sex offenders assault those that are known to them through family relationships. Most are also first time offenders, and do not reoffend at high rates that the media and talking heads would have one believe.

According to a 2003 report issued by the Department of Justice titled Recidivism of Sex Offenders Released from Prison in 1994, "Based on official arrest records, 517 of the 9,691 released sex offenders (5.3%) were rearrested for a new sex crime within the first 3 years following their release." Recidivism rates decrease further as time passes. The report continues, "Of the total 9,691 released sex, 3.5% (339 of the 9,691) were reconvicted for a sex crime (a forcible rape or a sexual assault) within 3 years." [page 24]
